Development of a 280 acre site for the new Virginia State Fairgrounds Facility. this work included existing road improvements, 500,000 cubic yards of excavation, utilities, paving, various animal arenas, and two conspans built under existing state roadways. The birthplace of an American Legend, The Meadow Event Park is where the American race horse hero, Secretariat, was foaled. The project included the following:

• 10,000 square foot American Pavilion (Horticulture Building)
• 75,000 square foot Farm Bureau Center (Exhibition Building)
• 16,000 square foot renovation and upgrades at the Union Bank & Trust Hall (Mansion)
• 143 stall Equine Complex featuring Southern States Legends Stable
• Sanitary sewer pump station, two miles of forced main to the Doswell WWTP, 244,000 gallon domestic water tank, 534,000 gallon fire tank
• Four outdoor show rings
• Natural Resource Pavilion
