Construction Management
Construction Management (CM) is a procurement type that allows the owner to reduce costs, manage the project schedule and streamline the project from inception to final completion. English Construction performs this role on many of our projects throughout the Mid-Atlantic. Our goal is to provide a quality CM service to our clients by maintaining communication, working with transparency and integrity, and using our vast experience on every project.

Design/Build
With a design-build project, a single contractor coordinates the architectural / engineering phases, as well as the actual construction. The primary benefits of this approach are the efficiency and accountability that result from having fewer parties involved in the project.
The first step of the design-build process is to assemble a strong, experienced, and compatible team at the very onset of project planning. This team typically consists of the customer, the general contractor, and the architect and/or engineering firms. All team members have a clear picture of the exact scope of the work, are aware of the challenges unique to the project, and understand client expectations for both the team and their subcontractors.
As a result, under the design-build system, English can develop budgets that are precisely tailored to your building program, and can then establish a realistic, guaranteed maximum price for the job.

Preconstruction
Careful planning prior to the start of construction provides the foundation on which every subsequent step is based. Addressing critical details during preconstruction frequently results in fewer construction-phase changes, reduced construction time, and cost savings. It also ensures that the finished product meets our client’s needs.
Our vast experience with Design Build projects allows us to provide our clients with quality preconstruction services. We can assist with design review/value engineering with the engineer or architect, or independently. We provide sound constructability reviews that assist our clients in avoiding costly field changes and dramatic schedule impacts. We alert the engineer and the owner of possible problems long before it is time to begin construction. Our team of estimators can assist in analyzing the construction budget to define a realistic cost based on the site conditions and current market pricing, not historical prices. Utilizing both the project managers and the scheduling staff here at English, we can build a project schedule to include all aspects of the project, including the design, permitting, and the construction. Our clients will have all available tools at their disposal.
The involvement of English’s experienced construction professionals during this planning stage ensures continuity between preconstruction and construction. This guarantees that decisions made during project planning are accurately implemented throughout the project. Our goal is for the same person to not only be the preconstruction manager, but also the construction manager. This provides the best possible transition from design to construction by not requiring a manager change

How Do These Partnerships Work?
The most common scenario is for the private entity to build the desired facility and help the government, school, or authority obtain financing. This arrangement allows the public entity to know exactly what the total cost of the project will be before any money is spent (with the private entity assuming the risk of a Guaranteed Maximum Price, or GMP).
A public/private partnership allows public parties to solicit proposals for desired projects—and even to accept unsolicited proposals. This can greatly streamline governmental procurement procedures by eliminating the need for a lengthy public bidding process, burdensome allocation hearings, or referenda.
